The Estonian government adopted innovations in the Building Act, which were developed after the collapse of a shopping center in Latvia, according to ee24.com citing LETA/Postimees.
The main provision of the new bill is mandatory independent study to be applied to the construction using large and complex support structures. Depending on the complexity of the project, the time of the examination is selected. With the high complexity of construction, the examination will be conducted at the design stage.
The new law also reduces the dependence of the construction sector from bureaucratic difficulties when applying and negotiating construction projects.
Tragedy in Latvia has stirred the public and forced officials to look for ways to avoid such dreadful things in Estonia. Minister of Economic Affairs and Communications Juhan Parts, believes that with the help of outside experts officials were able to create a program that allows to minimize the possibility of disaster, such as that which occurred in Latvia.
