The Chinese company Dalian Wanda, which bought the land for the construction from the developer Green Property, announced plans to build two towers, which would be 60 and 45 floors respectively. A project worth €808 million and called One Nine Elms will include office space, housing, shops, restaurants and a five-star hotel. In addition, the developer has pledged to invest around €20 million in infrastructure improvements in the area of ​​construction.

In the highest tower there will be 267 apartments, studios and penthouses. The building is going to be commissioned during 2016-2017. In addition to housing, there will be a swimming pool and a gymnasium. Price for the penthouse will range from €577,000 to €3.5 million.
