Good news for those who like to be always in touch and not to pay much in roaming: from 15 June 2017 you can talk on the domestic price in any EU country (of course, if your SIM card is also registered in one of these countries).
The system will be introduced gradually, first as a transition period from April 2016 roaming charges within the EU will be reduced. The maximum margin for cell phone talk outside your home region will be 5 cents for 1 minute (excluding VAT). A similar maximum margin will be for 1 MB of data of mobile internet. Upper limit markups on text message while roaming will be 2 cents.
It is expected that these measures will prepare the market for the complete abolition of roaming within the EU by June 2017.
Of course, there is a remark: if the country will give irrefutable evidence that in the case of the abolition of roaming it will be forced to raise tariffs for internal communication, the option of maintaining margins will be considered by the European Commission.
At the same time when moving to a permanent residence from a country with lower rates to the country with a higher, saving will not work (as well as to buy a SIM card in the country with more favorable rates) - telecom operators will be entitled to charge additional funds since who are constantly roaming.
